tried to babel fish the blog and i think they are attempting to decrease weight and improve aerodynamics...

is it just me or does the second picture look like the bumper with lip molded into it ??

^^that's exactly what it is. There's a replica of the ASM bumper that has the lip as part of the mold. I forgot what the brand name was.

The gotuning blog has an explanation already of the new hood and bumper.

the hood is a super lightweight version with no skeleton or latch, also using their new enhanced CF.

The bumper has an integrated 07 lip and 04 fender extensions (so it will need the front wide fenders). The lip and grille area are reworked to improve aero/diffuser effect.

they say the point of the hood and bumper rework are to save weight on the mounting hardware. Too hardcore
