that is a license plate holder for the nII front bumper.
as for ordering the bumper and side skirts in carbon, it would be faster if you got the asm versions and the quality would be superior as well. it's not that the c-west stuff is no good, but the asm is just impeccable.
in terms of their stock status, they normally bring a container in quarterly and with exception of hoods all the other carbon parts are special order. one of the guys i work with though got lucky and picked up a set of the carbon fenders from them a few weeks ago...they may still have one left if anyone is interested. i just remember that there is no clear coat over the ones they had remaining.

ASM rear CF bumper + C-West CF quarter panels + ASM rear over fenders = aggresive rear end look LoOlL maybe it just looks better in my head

.....i wounder if the ASM rear over fenders would fit correctly on the C-West CF quarter panels.
AJ Pwr has said that J's over fenders are really about 15mm wider...
I'm not sure that over fenders would give you any more room --- maybe less because of the way they cut back under themselves, see photo ---
I'd go with the C_WEST but...
$3000 dollars VS $1500 for the ASM (or $350 for the J's in FRP
)
They're all reputable companies (who invest in R&D unlike c-wings or seibon) so in my mind the choice is J's
