good tune product?
What is a "low budget"?
What is the primary use of the car? daily, light track, full race?
Do you want to sound real loud? med or quiet?
What are you looking to do down the line?
To be honest, the best mod for the money is to buy the stickiest tires you can afford and replace them often. and some good brake pads... and a few pratice track days to get your skills up
The best way to make a 2002 S200 faster is to superchage it imo. The rest of the mods do not make enough power to bother with unless your racing or doing it for the pride of building with good, lightweight parts. Or just to hear the motor. (which is fun as hell too) For noise and 5 or so HP do a ebay short ram intake and go to a muffler shop and cut out and replace the resonator and cat section, from the mid section of your exhaust. You wont feel it go any faster, but you will sure as hell sound good.
As for adding parts? "good" and "cheap" do not go together. you get what you pay for (usually)

but if you are looking for bang for the buck, get a headback exhaust and the greddy emanage ult. with those 2 mods you can see gains of 30 WHP. dispite what alot will tell you, you can feel that!!!

i'm not too sure about how well the hondata is for s2000s though. If i were you, i'd look into the HKS f-con as another alternative, old co-worker had it and made decent gains. Just make sure there's a shop around you that can tune it though.
if you have other mods like exhaust, header, intake the vafc will be your cheapest option. alot of guys go FI so you can find them cheap. and any normal tuner wont charge you any more then 200 for a tune. dont be fooled though peak hp will not be a huge gain as mid range will be well improved
