It simulates good reading of oxygen if you are not running a catalytic converter and running a "test pipe". This keeps you from getting a check engine light.

He's right, sometimes the mechanical O2 sensors work, sometimes they don't. This is a sure fire way to make sure you don't get a CEL if you're running a test pipe.
