I haven't booked anything yet *gulp* I guess I'll just find some random hotel along the route from Dulles to DC??? Any suggestions?

My goal:
1. be able to get to Penn Ave. before 8am to meet with fellow lobbyist
2. not get raped

Dulles to DC is quite a drive. Give me a few and i'll see what if i can find anything in DC that's resonable and not too far on Penn Ave.

^ Downtown DC and close in is expensive. So not sure what your budget for a hotel is. If you aren't getting a rental car, you will want to stay in a hotel near a Metro station. Dulles is about 25 miles from downtown. There are quite a few hotels in Rosslyn (Arlington, right across from the city, where I live), so you might want to consider that - Holiday Inn, two Marriott's, Hyatt, etc. All are close to the Rosslyn Metro stop and there is a Metro station close to Penn Ave. I would not recommend driving into the city. It's a pain to park, and expensive.

I'm looking in on Orbitz.com and there are a few hotels in the Dupont Area and the White House area. Check those out. A cab ride to where you need to go shouldn't cost too much.

If you have a rental car and drive into the city from Rosslyn/Crystal City there should be quite a few parking garages around Penn Ave. but it does cost quite a bit around $15-$20. Traffic on the 14th street bridge and the key bridge can be quite heavy going into the city during rush hour so give yourself plenty of time if you do decide to stay right outside DC.
