It helps to put a little brake clean or intake cleaner down the hole to soften the rubber to get it out. Once enough crap is out of the way take a piece of vacuum hose about the size of the top of a spark plug and force it on top of the spark plug. Unscrew the plug with the hose instead of a plug socket since its already loose. 3/8" hose should work.

 

But I can't get to the spark plug there is still half a coil pack ontop of it

 

Brake clean and pliers til you see the top of the plug.
