Joey at Stock or Modified Bodyworks in Va Beach does it, but he's probably a little more expensive than most. That said, he's got an actual body and paint shop and is not just some guy in his garage (though some guys in their garages are good, you better make sure you get a few vouches first).

Id vouch for Olegator but he is in Gathersburg MD. He does not charge insanely and his work is actually very professional and neat. I got my car fenders rolled from him 2 weeks ago. If you dont mind the drive, i will definitely recommend him

If you are also on vadriven, Stephen (screen name is WishIHadASilvia) is widely known as the go-to-guy for fender rolling in the Hampton Roads area. Sorry, but I don't have any other contact information for him...
