I want to keep the car white... I don't want to spend a shit load for paint. Also, just looking for springs... not full CO.

A B16 could be a little pricey for an '86. You could get it to work, but the mounts and labor would be a lot higher than they would be for, say, a '91 Tahitian Green CRX.
For a swap I'd say go for a ZC. It's the JDM DOHC motor for the Civics and Integras of that era. 135hp and you can still use 87 octane (very important for the beater, even though you live two blocks from work )
Your OEM suspension is most likely shot, so just springs may not do it for you. You could get a Ground Control/Koni setup and maybe some sway bars and have a good solid suspension.
For wheels, 14\" CRX wheels look good, fit good, run inexpensive tires, and still stay OEM, so you don't have to worry about theft as much.
For the interior, go with some >'94 Integra seats:
They've got good support, look nice and clean, were available in blue, and shouldn't be too hard find with all the Integra guys swaping in aftermarket seats or *cough* S2000 seats.
For the stereo:
I'd go with Clarion for the head unit. The controls are simple, they have plenty of features and you can match the display color to pretty much any dash.
The Pro Audio DXZ645MP is $300 at Crutchfield and should have enough power for most aftermarket speakers.
Speaking of speakers, Infinity Reference speakers are good all around speakers and can be had for relatively little money right now.

Just go with fresh paint and the aforementioned suspension/wheel setup. That would look plenty tough.
On a side note, I love doing this stuff. I wish I could be some sort of automotive consultant. You give me your car and your money and I'll make it the best it can be within your budget. Sound like a good career path for me?

I doubt Skunk2 makes springs for the '86. Steve, apparently your front suspension is already height adjustable. If you want just springs you can get Suspension Techniques rear springs ($90), Intrax rear springs ($115) or Eibach rear springs ($150). Those are pretty much your options. Well, there are the GCs, too.

you may want to look into some GSR Blades too, those things look pretty tough on most HB's...
