Your friend should stay away from legal matters. If you are going for security clearance, you'll be asked if and when you have done drugs. If you admit to it, you won't even get to the drug test. And if you lie and get caught with a positive test, you'll fail clearance for not telling the truth.

That sounds like to me. Plus check the laws in Amsterdam. From what I recall, it's actually a misconception that it's legal to smoke there. Not that the cops crack down on it at all (at least they didn't when my friend and I were there).

Also re-read your company's drug policy. If it doesn't make explicit reference to any exceptions/exemptions, then they probably have a "if you test positive, you're fired" sort of policy.

I'm still leaning towards HI since i haven't been for 5 years now
