The investment manager would be in for a tough time if he/she allowed everyone who wanted to pull their funds to do it.
Sounds more like a stall tactic than anything. Having an aatorney draft a letter or make a phone call should suffice to get the ball rolling.

With a bit of luck, the OP's mom will be able to get her money back, and maybe the interest also, but the real estate market has to turn around first.
These companies take big chances and don't get audited by anyone ever. People are attracted to the interest rate promised, but don't consider the risk to principal.
These things are illiquid in a good market and completely up in the air in a bad market.
