Yup, they paid bills. If they paid bills, they werent in default. The bank isn't going broke. Then, once their bills are paid, they bought more stuff.

When Bush sent $600 per person, the lefties claimed it was total crap, does nothing, and is just a waste of money. Now Obama gives it to you in weekly instalments and its the best idea eva!

So it would stand to reason that you like $600 in one lump sum that you can use to say buy some stock parts for your car. Or, you can save the $13 a week all year and then at the end buy a stock part.... Personally I think waiting for it is silly. He says we need to move fast to get the economy going, then spreads the miniscule help out over a year so that it can't make any impact at all in such small increments.
