For future reference
Is there a spot in town like a large vacant lot or just a large piece of asphalt out there that any of you frequent on rainy days such as this that would be a nice place to practice controlling over steer and kicking the rear end out without being chased off of a property or potentially crashing your car?

there's nothing wrong with playing in an empty unused lot, it's not illegal for a reason
What driven was getting at, to some degree, is that trying to find a "safe place" that isn't a controlled event is a contradiction in terms. And that if you really are interested in learning better car control you should do it at an organized event; preferably with some sort of timing system.
If $200 is outside of your budget, the SCCA autocrosses are around $50-60. Granted you'll get less seat time and have to work the event too... but thems the dues you've gotta pay.
speedjunkie-ap1, what makes you think reckless driving in a parking lot isn't illegal?

Wow... you two can't afford $200 track days? Life must be rough. Maybe you should sell that bike and the S2000 and get a Kia. then maybe you can afford to spend $200 once.

if you had simply said: "not interested in doing track events..." then it would have been dropped... except your sarcastic remark of your inability to afford $200, let alone $50, generated the above response.
bottom line is...
OP wanted to know a place to learn how to control over-steer and kick the rear out. I offered some suggestions, you got defensive and expressed your financial difficulties.
Oh, VegasDrift holds events that cater to this EXACT purpose (although I forgot to mention them). and they are around $100.
