so i know this has been discussed several times in previous threads....i've tried searching but i have yet to find a solid answer

i don't like front license plates...and i don't plan on putting one on....if i have the plugs in the license plate holes...would that be sufficient enough as an excuse for the officer if he does pull me over?

what if i tell him that the car already had them when i purchased it?
