An update on the situation: I called NHP and they told me to file a police report so they can assign an "investigation", but told us we were out of luck if we didn't get a license plate number. I also asked if they monitor their traffic cameras and they said no. I'm clueless on what the "investigation" would consist of; does anyone know? And also, if my friend does file a police report, would insurance be notified? He plans on fixing the car by himself so insurance won't get jacked up several hundred dollars.

Here's another question: should we or should we not file a police report?

Yes, I was at Jones and Shinnecock pulling onto Jones and the asshat nearly ran into me, he was doing probably 75 in a 25. And for the record his truck is green, so i think we're talking about the same person. I'll DEFINITELY look for him now.
