Default car resisting acceleration

So Just got my car back from the dealership (was there because car wouldn't start after running through water during a storm.) Now, I highly doubt that this is an engine related issue but when I drove it up a hill, stopped, took my foot off brake to accelerate up the hill...the car did not roll back as it should. So in short, the car was "caught" with the clutch down and brake peddle untouched when engaging into gear.

And then again, when I was rolling down a hill, the car was decelerating in neutral which was kind of wired as well.

I am thinking it has something to do with the e-brake cable?

note that when having car towed to dealership, we couldn't push it in neutral...the guy said the e-brake's locked.

Any help will be greatly appreciated.

Check the heat from the rear wheels after driving. if warmer than the fronts , E-brake stuck. I think, though, that your clutch is the source of your problems. It seems to not be fully disengaging.

Water could have seized a caliper. Jack up each wheel and give it a spin.

My front passenger caliper had a broken dust seal and slowly seized over time. It had the exact same symptoms. You could very easily feel much more heat from that wheel/brake after a 5 mile drive.

I would guess either e-brake or a stuck caliper somewhere.
