Clear Bra
Somewhere, there is a thread on this. I am looking for it myself 
Before you make a desicion either way on the bra, attempt to see some in person on both light and dark cars. A laguna if possible since thats what you have. I tend to believe they are less noticable on a silver car like Georges than a Berlina like mine. I don't know how it would be on a laguna...

Painting:
I'm pulling my front bumper today to have it replaced has it looks like it was hit by a sand blaster and bird shot from all the daily driving I've done. Had the original bumper repainted 2 years ago and it only looked good for 1 year.
Pricing I've found at places that are good at this from Boston to Providence are variable. Just painting the front bumper, no blend painting ... ranges from $250 - $400 on a new bumper that needs no work and whre you do your own bumper installation and deinstallation. I was surprised to find it's actually cheaper to throw out your old one and get a new one then it is to resurface and repaint to old one!
I talked to the painters and they say that adding more coats of clear does NOT provide more protection. Which also surprised me. Their reasoning was once the flex-agents in the coats dissapate after 1 year they told me more coats actually make it more brittle and prone to more chipping.
I was asking about the protective films and was told that that some brands will develop a bit of a yellow tint over time and to make sure I go with something like 3M. The cost I was quoted for some place in Franklin MA that a couple of the Boston paint shops use was $400-$450 installed but just for the front bumper, not the hood too.
