Ah that stinks on the insurance front. The car you hit didn't happen to be parked illegally?
Fight the surcharge at least. I did for my black ice incident a bit of a year ago and I had no issues. Accuweather lets you look up past weather and what the temps were every hour. I was able to show the magistrate the temp dropped 16degrees in hour with some rain just before and was well below freezing during the hour of my accident. She said OK and surcharge was removed.
I keep full coverage including collision on all my cars just for the off chance of something like this, not to mention my wife seems to be drawn to trees and telephone polls come winter.
I know when I hit black ice in Oct 2009 (yeah October) and punched in both corners of my Xterra I was happy I did or I was paying 7g out of my pocket to fix.

Mike...you coming to the pie party at Bill's?Yeah, hitting those pesky parked cars can bite you in the A$$. My sis hit one about a year ago. Just scuffed up her bumper a bit, minor out of pocket repair, but the woman she hit had a bit more damage. It doesn't take long to get to $500.01 in body shop charges.
I'm not sure if she let the insurance company pay, or if she paid for the repair herself to avoid the surcharge.
