Easiest is to put a new belt on it and then do a compression test and leakdown.
Second way is to remove the cams and use a dial indacator to check the valve stem heights .

Anyway Scott, since I heard that series of loud "clicks" does that mean the valves got bent, or can they somehow survive that? It sounds like I have to do a lot of work just to find out if the head needs to come off. It might be better to sell the thing as a parts car.
most likley the belt did not break but you stripped the teeth off of it from age .
Cranking the motor was not the right way to check things when trying not to provoke more damage .
I am not one to asume .. so I can not give you a answer on what the clicks where .

^It was strange, Scott, because at first the cams were turning, so I thought I was good on that issue. So then I went to check spark and that was when I got the strange occasional firing that was inconsistent with the cranking speed. As I was investigating that problem, I heard the clacking noise. So then I looked in the oil fill hole agian and the cam was not turning.
