VTEC is actually phased in on boost pressure rather than RPM. This is done to help the turbo not to spool at very low throttle angles but to spool faster when once power is demanded. Boost is actually phased in based on throttle position proving a linear torque increase based on throttle position.
The limiter has indeed been raised above 9000 rpm (stock is 8800 rpm) and the torque drop at 9000 rpm is intentional as it gives you that 'feel' that it is time to shift to help prevent bouncing off the limiter.
