ok think of it this way
10 kids take a test.
9 get scores of 65-75, they go in the box. sicne that is where most of the scores go.
1 kid gets a 95, way out of the norm, so they draw a 'whisker' to show where that score was.

but remember there are three kinds of lies; little white lies, bald faced lies and then, there is statistics.
