Default Tires/Alignment/Service?

Hi all, sorry for the spam. My brother has an 89 Corolla with about 80K miles (but semi-abused) that he wants to get patched up before he moves to CA. He lives in Cambridge and the dealer gave him the following quote for repairs:

V/C Gasket & Distributer O-Ring $180
T-Belt with Drive Belts $375
4 Tires $460
Alignment $70

Does anyone know a reliable place to get the tires/alignment done? He basically just needs the car in good enough shape to sell to some poor college kid or HS kid who just needs a car. So I told him to get 4 el-cheapo tires that would probably cost < $150.

What's a V/C Gasket?

What's a T-Belt? Transmission Belt?

I'm also assuming that the dealer prices have fairly inflated labor prices since Belts are pretty cheap. Any particular good places for Toyota or Japanese repairs (in general)?
