Hey I believe this is a non-marketable series EE US savings bond. It is true that the face value of the bond upon redemption is $1,000. They are designed to reach maturity after 15 years and will pay market rate interest on top of face after maturity up to 30 years. I am pretty sure you can redeem this at your local branch bank or they can atleast help you. I work in equities and by no means an expert on Gov't stuff but hope this helps. Good luck.
