ouch, its best to try and replace the section. but that's more expensive but as im sure you know when you bend metal back and forth it becomes weaker and with pulling it out comes a glob of bondo, sanding, priming, and blend painting into the door and body. the less bondo the better. but fixing rather than welding in a new piece will definitely be cheaper.

In light of the damage, I'd think a good "repair" is in order.
I'm a big fan of replacing panels and keeping bondo to zilch, but that particular rocker is very invasive to replace. It bonds to the quarter panel and structure of the car.
