I for one don't think it is a bad idea.
Since it is based on the income it makes sense to me. If you make $1million a year and get fined $150 for speeding. Does it really punish you where it hurts? I don't think so. $150 bucks is probably what you give in tips every day if you are making that kind of money.
Don't get me wrong. I have had my fair share of speeding tickets and I hated everyone of them. The first one hurt the most money wise because I was a college student. But as time has gone by my income has gone up to the point that my last speeding ticket I just mailed the money the next day and moved on. It was an $80 ticket and I figured that by the time I went to court (take time off work - was a contractor at the time), pay a lawyer and other expenses it would cost me about $800. I paid the $120 (fine plus court costs) and the extra insurance ($150), which was increased the next time I renewed. After that, I was still better off. Sure, the increase in insurance stays with me for a while and I may have to pay more in the long run.
My point is that if you asked me, it did not hurt me one bit money wise. Now if they had given me a ticket for $2000 it would have been a different story.

Personally, I do not agree. Three people rob a bank. The first bank robber is computer analyst who makes $150,000. The second works at Taco Bell with a total income of $8,000. The third is a playboy with income from investments of $10,000,000 a year. They all are caught. Should the playboy spend more time in jail and pay a bigger fine, for breaking the same law, as the other two?
