F1 will determine if conditions are severe enough and allow a tire change for weather

wtf ONE tire change?? Holy crap. I also agree with them trying to make it more fair to other teams but i don't know if this is the way to do it. Maybe they should consider changing the points schedule.
Actually it's ZERO tire changes...One set of tires. I bet we'll see more fueling mishaps in the pit lane though...should be fun.

Wouldn't there be a liability issue in forcing them to remain on slicks when it starts pissing down

They need to go back to the better rules, and stop with this nonsense for new rules. I follow F1 a good amount, and IMO they just keep changing the rules to get Ferrari to lose and not win all the time. F1 needs to incorperate a handicap points system so that the weaker teams can compete, but in reality, they need to just get more cash and better drivers to the weaker team. That takes time though.

Ferrari, Mclaren and Williams are just getting way too advance in technology. Its amazing how an 03 Ferrari car still beat the new 04's team cars, and Ferrari didnt even break the 04's out untill a few races were under their belt. Schumacher is very good at what he does, but when he retires, f1 is going to change a lot.

They should just ban any drivers called Michael Schumacher and that would open the whole thing up for a lot more teams
