If a customer calls in after that, the rep will negotiate. Any further increase in their offer depends on your negotiating skills. It's possible to get an offer similar to what you'd get at a typical pawn shop after some negotiation.

No different from buying a car, really.
It's just that everybody "understands" that buying a car is a negotiation process, whereas these places advertise about how great their prices are and such. Somebody accepting their first offer is like walking into a dealership and buying a car at MSRP these days. Their customer service seems to be actually quite good, so I find it difficult to get worked up about this.

Man, I just don't get people. They want to be lazy and dumb, but get mad when people let them. What did they expect, melt value? Did they have any idea of what their gold was worth? Basically, they are trusting a for-profit company to not only appraise their gold, but give them huge dollars for it. Why would they. They are simply giving you an opportunity to screw yourself.

If you are too lazy to get your stuff appraised or dumb to protect yourself why blame the guy making it easy for you. How about some personal responsibility and stop acting like a victim!
