Black guys...
I think every race (as someone said eariler) has those who act like they're "all that". Asian thugs, in cerritos. White bros, where I live. Mexican gangsters in norwalk, and Black thugs in compton. Do, all black guys, "act hard", no. But there *is* something I think you are refering to.
I think what you are trying to point out something that is only partially defined by race and is often defined my many other things, and that is cultural "expression", and the stigma that comes along with it.
I'm not very objective here, but I work at a high school. When I meet the Black kids, they seem more "attitude prone", in their manner. Now why is this. Well, 1. I have adoped a prejudice, 2. The ratio of Black people to everyone else is very small, so 1 kid out of 10 with an attitude is a lot. 3. It is much deeper than I could explain in this short post.
Let's just say that Blacks do have a certain "attitude", regardless of my perception. What's the evidence? Well, "flashy" clothes, jumpsuits. Loud talk. Creative and expressive slang. Attractive clothing style to teens. Attactive style of music to teens (this has always been the case BTW).
So, why is this? Well, I think it has to do a lot with their history here in America. Native Africans aren't this cool. They have been oppressed for so long and now in the modern world, they to a degree still are, so their "expression" their "attitude", speaks for so much more. They still are often the poorest people and with that sense of "poor" here in America, and in the clash between their individuality vs. a majority of white, their culture is their footprint. Their culture is their graffiti; their voice.
So, what do you do when you feel like you aren't being heard? You talk louder, you dress different and you write music that focuses on what you are trying to say. And you act like a big "mother who won't take sh*t from nobody" because you have to.
I could go on forever. I sure you all would *love* that.

There are loud-mouthed jerks of every race. Sure, you see a lot of black guys do it but I've seen others behavin' badly as well:

Here in Taiwan, we have Chinese rappers acting all tough on their videos....WTF?
While vacationing in South Carolina, two redneck guys walked by our table (I'm Taiwanese, my friend is Korean) and started yelling the "ching-chong" thing. WTF??
Sometimes, I wish people would just be civil, shut up, and let others enjoy some peace and quiet.

every culture/race has their bad-ass group, but you ever see Navy SEALs or Army Rangers act like they're bad ass? No, because they know they are bad ass.
at the end of the day, it all comes down to who can best bring a stable & enriching life to his woman & kids, not how bad you are.
I work in a grocery store in an upscale neighborhood, and I deal with all kinds of people all day long. In my experiences, it seems like the poor people (ANY RACE) are usually the ones that act like this. Yeah it's a stereotype, but it's pretty much what most goes on.

Pretty much all the black friends I have got much more "games" than I do. Always some "projects" going on here and there. As one of them put it, "you live your life only once, so I'm gonna keep chopping them down until...well, whenever." Quite a few of them really "not all that" (to me) as you put it...but it doesn't even matter what you look like or if you have less than $1000 in your bank account
