Looks like a device that will mark a target for later identification. In other words, a convenience store clerk or bank teller can "tag" a robber for easy identification by the police even after the robber has left the vicinity or changed clothes. Am I close?

It appears to be a lightsabre with a silencer on the end of it, and a cell phone attached.
