Isn't this rather ridiculous - if you want the slowest car then go back to the original vehicle built by Gottlieb Daimler in the 1800s, or similar. There are many vehicles that had top speeds in the order of 3-4mph and acceleration to match. There are also many specialised vehicles that are designed to operate within certain speed bands and are restricted to achieve this.

If you want to be serious about this then set a few parameters, i.e. how many wheels, passenger or commercial vehicle (e.g. 18 wheelers with a full load not allowed), engine capacity (Japan still produces many micro cars with engines around 300cc), etc., etc..
