Cheap romantic ideas?
One of my wifes presents was when I took her to the mall and gave her a (small) budget but told her that we were only there for her. It was her shopping all the time. I had to watch her try everything on and give opinions without shopping for myself at all.
Another good idea is cards or single flowers with notes attached in a pattern like a treasure hunt. Leave clues on each that lead to the next with a nice sentimental surprise at the end.
Or recreate one of the first memorable dates that you had with her.
Just like you said, do something that shows more that you care about her than that you want to spend money to make her happy.
Another thing that was fun for us was CHEAP dinner and a movie. Go to McDonald's for dinner and then find a store that sells candy and sneak it into the theater. It's not as much about saving money as just having a (goofy) good time.
Okay I'll shut up now hope that helps some.

If it is cold out. A fireplace and hot chocolate.
Learn to cook, invite her over cook a meal and watch a video. (even if your not a great cook anyone can make pasta and a sauce)
A walk in the rain, if there is no lightning. Or just a walk together.
If you want to go out, try just for Ice Cream at one of the better places like Marble Slab.
If it works out your best one are going to be the cheap one where you spend the time. Good Luck!

hahahah budget dates(been there one too many times). i believe that you don't need to spend a lot to have fun with your date. back here in maryland theres this great restaurant in columbia and a nice lake next to it. i make it to a point that after dinner we would cruise down this lake and focus my attention on her(that always seems to work).
also eye contact(very important)

Go to Chuck E Cheese together
Well seriously, you can do a lot of things that don't cost money. Go for a liesurely walk during the evening. Watch the sunset. Play in the rain (did this once and actually splashed the street rain water at my friend; kinda icky but fun at the end of the day). I think things you wanna stay away from are mall type dates. There's no real 'together' time. Good luck

1. Nickel and Dime opportunities at every corner.
2. The food is atrocious
3. You're surrounded by kids. BAD BAD BAD idea if you're trying to think inexpen$ive.

red wine & closed/deserted beach at night under the stars with a blanket to sit on...and maybe some cheesecake and a candle with glass jar to protect it from being extinguished and simply enjoy each other's company..
another would be...brg her to a huge shpping center to "shop(not really)" but go by the food courts or places where people play music as ambiance..and just grab her by the hands and start to dance( something fun..but dont grind on her in front of the public..so keep it classy) as if no one else was there but you two...
MAJOR brownie points.. TRUST
