Default Compiling a KDE program under Linux Help

Since there are some linux guru's here, I have a problem compiling some KDE applications.

I get a compiler error "Your compiler cannot compile small KDE applications"

Now here is what I think is going on.
I have KDE2.21. The program I am compiling is using the KDE 2 libs instead of KDE 1 libs. I had resolved this awhile back with a command switch so that the compiler would use the old libs instead of the new ones, but I cannot remember for the life of me what I did .
