It's a tough call.
Kids were drinking which could affect their judgment but on the other hand there is no reason for cop to be driving insanely fast without any emergency call.
Usually the car making a left turn is to be blamed but the cop was way over the speed limit...

I would still blame the officer. Odds are that the car that made the left turn would not have impacted the officer's car if the officer was going 65. No evidence the teenagers were over the legal limit, lots of evidence the officer was driving recklessly. No sirens.. 94mph.. no call.. inexcusable.
