Dealing with Honda
The problem you have is directly with the dealer that caused the damage, and thus should not affect your loyalty or future purchases with the Honda Company itself. Dealers are independent, and some are very shady, regardless of brand. First step I'd do is to contact Honda's corporate to see if they could help in the matter. Then if that won't work, I'd take them to a small claims court. Small claims courts are a piece of cake that don't cost much at all - win or lose.
Many people in the last couple of years have submitted stories of horrible dealer experiences to Autoblog.com; if it's bad enough, they'll publish it. Believe me, the backlash these dealers have gotten from that kind of publicity has resulted in some exceptional deals for the people involved. I'd at least send them an email. What can it hurt?

Honda of America won't do anything.

You have no proof that the Washington dealer did anything.
Best bet you have is internet backlash.

I would push Honda America hard. Their job is to maintain the integrity of the brand and if a dealership is so much being neglectful, they will come take corrective action.
If calling won't help, ask for a management email contact, then follow it up. If Honda America is serious about post sales service, they will contact you directly or have your Honda state manager contact you.
They will do something, you just need to get to the right person to start with. I had a similar situation with a dealership and brought it up to the management of Honda Australia. It got actioned big time.
