Because $hit happens that's why and it does happen every now and then. Some offer refundable deposits, some don't. If it's not stated then it's in the best interest of the vendor to return the deposit and change the policy from that point on.

Not sure what you should do in this case, possibly half back on a specially ordered item, the buyer should have done their homework before ordering. But in the future you need to make it clear what terms orders/deposits are made.
