Not an option 99.9% of the time. Few people have static IPs anymore.

if someone doesn't have a static IP, and just re-registers, how do you ban him? how can you be sure he is the one that is registering, not some poor kid who ends up with a similar IP from say, comcast?

It's not that hard, people are creatures of habit. It just means you can't nab them at the door, you need to let them in and then boot them again.

We've had our share, Kayvan_pour is a good example of someone who won't take no for an answer. He re-registers over and over again but he's not so bright and gets the boot usually within 24 hours. People who are OCD about re-registering repeat themselves a lot, they can't help it.
