If you're positive about the owner, just smear the crap on their front door spelling "pick up your shit". Save a few days' worth if you have to.
They'll get the hint.

I would have a real problem with vigilante justice if it's directed at an innocent party.
no video or anything. I've witnessed 1 neighbor actually leave poop. The neighbor with the boxer I have seen where they walk the dog and a few minutes later brought my dog out and voila there was poo at the same place. It was more than one occasion and no other dogs were walked that I saw

Next time you see it happen. Take a camera and start taking pictures of it so the owner sees you. If they ask you what you're doing, just say, "Evidence" and wave.

It'll scare them from doing it again and you will also have evidence.

Keep complaining to the HOA. The HOA from my last place were pretty good about informing the residents about the common areas. Not picking up dog poop is a pet peeve (no pun intended) of mine. I always carry bags in my back pocket. Good luck.

Heres perfectly and legal revenge.

Get some bacon grease and pour it on the dogs business, just be sure to keep your dog away afterwards. Soon the neighbors dog will return and smell the bacon grease on its own poo and then eat it up!

After afew days or weeks, the dog will be conditioned to this and turn around and eat its shit steaming fresh and then go home and give its owner shitty fresh doggy kisses.

Safe, humane and legal.

There was a case where a home owner got sued for doin this very thing in an attempt to protect their own property. Fed up I know, but if you want a great idea, read my above post.
