I beg to differ. I think your statement is incorrect...and Ill prove it...

When you go out to dinner with your friends or wife/girlfriend.....before you even get in the car, are you expecting to leave a tip? Why, how do you know the service will be good? Why dont you make the descision to tip AFTER your meal?

Why do you always reach or ask your (friend/wife/gf) for 3 bucks to tip the valet before you walk out of the restaurant?

Fact of the matter is, tipping is a social requirement. It is the norm. Just like flushing after you use the bathroom....its not a law, but a social requirement.
Your reasoning is unsound, and you've proved nothing aside from the fact that you either a.) don't know the definition of requirement, or b.) don't care to use it. In any case, let me help you out a bit.

requirement n.

Something indispensable: condition, essential, must, necessity, need, precondition, prerequisite, requisite, sine qua non. See necessary/unnecessary.

P.S. No Valet has ever driven my car, but it is possible that someday I may be required to use a Valet service. Should that day come, the tip will be based on the extras, like not moving my seat/steering wheel/etc, not for the act itself.
