Forever 21...
I used to work for Forever 21 here in NYC. It is owned by a Korean woman in California who from what I remember, sold the name for distribution, but still has a huge chunk of the going's on in the company. Its a pretty good store for last second outfits for a night, but its sometimes made pretty cheaply.
Here's a little research (http://biz.yahoo.com/ic/103/103504.html). There are 145 stores so it's not very relevant who owns the franchises near you. The CEO (not owner) is Don Chang which sounds Chinese to me, but I don't know ... I'm white

You don't have to be over 21 to buy something at Forever 21's stores -- you just need your wallet. That's impressive! Btw, Chang is pretty much Chinese, not Korean; maybe his family moved to Korea, who knows?!
