Yep, it is true. Should happen in a about a month(?).
There are those who believe that some teams have been hiding it in their ecu codes all along.

Ya, I've heard this for ages, I guess maybe if everyone's doing it, why not make it legal?
It's gonna make things interesting, I just hope, not boring

Yes, it will happen in 1 month at the 4th race of the season: the San Marino Grand Prix at Imola. The next race is in 2 weeks in Brazil. There have been rumors that teams are cheating (specifically, Ferrari) by putting something into their engine controls like ReedZ said. I think it was Villeneuve who tossed an accusation after the last race and got all kinds of people upset. Incidentally, you can find all kinds of Formula 1 info at http://www.f1i.com. They even have all the technical specifications for F1 cars! It's pretty neat.

On a side note, I have to say I just loved watching the Malaysian GP. I won't spoil it in case someone hasn't seen it yet, but the weather made everything go to hell in a handbasket...made for some interesting TV . And how 'bout that Williams-BMW?! Can you believe it's got more straight-line speed than McLaren? My fav moment of the race: Ralph Schumacher with Hakinnen right behind him...Ralph's brakes are throwing *clouds* of dust at every turn while he's trying to keep the Finn behind him, and his rotors are visibly glowing! I live in awe of those cars. The drivers are pretty good too .

I wouldn't say it was just Ferrari thats cheating.
It is interesting as to how they do it.
They load the software into the ECU when they start the
engine and then the software gets deleted when they shut if off.
Most teams at any level of racing will cheat or try too(or be creative in the spirit of the rules).
Mark Donahue even wrote a book about it called "Unfair Advantage".
