ok, let me give you my $.02
i was kinda in the same situation as you not too long ago. i had a friend that i knew for about 5 years. well, we started talkin' more last summer, since she recently broke up with her b/f
.. well, since we started talking every night and hangin' out more, i started to develope feelings for her more than just friends. i wasn't sure if she had feelings for me even though i thought there were some hints from her, so i was hesitant to make a move on her, cause i thought it might hurt our friendship.
well one day i just had to tell her how i felt. so one night i just told her that i had feelings for her, and if she ever thought/considered us more than just friends...
...well her first words were "oh wow, i never really thought about it". i was like
i'm screwed, but then she started telling me how she kinda had feelings for me and she even told her friends, but she never acted upon them because she thought i never had feelings for her and thought more of our friendship.
well, the moral of the story is just tell her how you feel, cause like everyone else said..."what if" i never asked? in my case, i would have never found out how she felt and she would have kept her feelings to herself since i never told her mine.

Bro! If I was somehow 16-17 again I would date EVERY 16 yr old in school. Believe me there is nothing to be afraid of. I know that there were some deals that I didn't close and wish that I had. If you've got NOTHING to lose.

Colin m'boy, long time no talk! interesting dilemma... I never really have that much sucess with girls, but one thing that can't go wrong is just spending time with her, one on one. When you're bored or something, just call her up and be like, "hey, you wanna go do something?" doing something by yourselves kind of lessens the tensions because you don't have to worry about other people around you, and you get to share unique experiences... anyways good luck bro!
Just ask her out! The worst that could happen is that she'll point and laugh!

I saw where you said you were 14 and she's younger than you. I have to ask, aren't you guys a little young to be dating? (Or at least dating as I knew it in high school.) It would seem to me that a date would require at least one party be old enough to drive?!?

Did you ever consider that the absence of you guys' sisters could present a problem?
I was in a similar situation about 2.5 years ago. Same age diff. The only difference is My bro. and her bro. are best friends (not sister). All of the sudden, it hit me. We were meant for each other. She "hands-down" agreed to go to the movies with me. You could not imagine the tension. You could cut it with a knife.
All I'm sayin' is...Make sure you'll be able to hold a conversation with her if you guys are alone. If she knows your intentions, then she'll be nervous (because chances are, she probably likes you). Also make sure not to get ahead of yourself.
