Without duplicating some pieces I don't think there is a solution, only a question.

It's real simple, you need X amount of material to fill X space. There isn't enough material to fill that space no matter how you arrange it.

it can be done...
you don't have to fill the space, you just have to fit the pieces in the space provided

I did that but it looked unfinished and they said in the Hint that they weren't sure it could be done.

Geez, that's an ancient one. I had a plastic version of that puzzle in the late 1960's.
