Why were the police even pointing guns at people who had made absolutely no threat to them and didn't even look like they might? Doesn't anyone think it's the fact that this sort of thing is seen as normal that might be the root cause of the problem? It looks like he made a split second decision and got it wrong. Lucky it wasn't a person he shot. Where I come from it's hard to imagine cops drawing guns on anyone under any circumstances unless directly threated with a deadly weapon. What is it that's made those in this story so different?
