They typically have stiffer penalties for DUI, and then after a certain number of repeat offenses, they throw you in the mental institution (which means you don't serve a sentence, they have to decide to discharge you).

I had two beers in Norway (bad idea - shit's expensive), and my friend says, "We're walking home." Legal limit was something egregiously low, .06 IIRC. And the penalties are substantially stiffer than here (not to mention getting detained there would've really F'd up my flight schedule.
