Strange, my controllers behave exactly as you describe, and I don't think I've changed any of the default settings.

After getting a friend of mine a job at the dealership I work at I came home yesterday to find a new GT4 wheel sitting on my doorstep!!! I tried to protest, but he said he burned the recipt so I couldn't, so I made a little mounting table for it for about $60 from off-the-shelf stuff at Lowes and was playing within an hour.

GET THIS WHEEL. This thing is killer, even has the paddle shift on the back, sooooooooo sweet. The pedals move around on the floor, dunno how to cure that, but other than that it's awesome.

IMHO, getting golds in the license tests teach you valuable and sometimes subtle lessons in driving, both in gt4 and in real life.
