Nope. Harvey Keitel was not in "The Emperor's New Clothes" It's funny that LV guessed that, because it's pretty close. Both stories are set in the same time period. While The Emperor's New Clothes is a story about Napoleon himself, the character in this movie is only a Napoleon sympathizer, thus he wears the hat and has been publically discredited for his loyalty to Bonaparte.
