Hearing Impairment

as this subject has really annoyed me lately with people who constantly cannot understand me when I talk. And I'm an enunciation freak, as well as linguist who uses the local dialect when necessary. I'm no pro at it but at least I attempt to care about being understandable.
I think that one of the faults of these "hearing impaired" people is that they do not look at the person that is talking. I'm no lip reader, but I've been looking at people's lips and expressions all my life and I can sure tell what you are saying without hearing a lick of sound. I might not get all the details, but I won't say "huh?" and turn my ear toward you with a grimace on my face.
What do you all think? Isn't lip reading an important part of communication, period? If your hearing is impaired, wouldn't this be an obvious priority as a skill you should improve? My grandma is a great example, I know her hearing aids aren't perfect and she does great.
