If the water goes up by 2cm then 5,600cc so 5.6L.
If the water goes up by 25cm then 70,000cc so 7.0L.
Basically length x width x delta(height).
Delta height = change in height. You said it goes up 2cm so the calculation is:
40cm x 70cm x 2cm = 5,600 cubic centimeters (cc).
1,000 cubic centimeters = 1L
5,600cc x 1L/1,000cc, the ccs cancel out, so 5.6L.
