HID soon to be banned?
If it gets banned I'm sure that there will be a clause that cars made before they ban them get to keep them on!

I hope they don't plan on basing their decision on the number of complaints. Where's the data that HIDs are dangerous for oncoming driviers? What are the number of accidents that are directly attributed to HIDs? I'm willing to bet that it will be hard to find single documented case.

The comments in the abstract come from an internet board of owners and enthusiasts of a car with HID headlights.
In my opinion the HID lights, properly adjusted are not offensive, nor will they create a hazard to other drivers. I own a SUV (factory headlights non-HID), motorcycle (standard headlight), four door car (standard headlights), sports car (HID headlights), so I have most of the scenario

They "allow the owner of the (HID-lighted) vehicle to see better," but he says they cause undue risk by blinding other drivers.
Personally, I believe any light you look into at night is going to bother your eyes. I have light eyes so any light is a pain in the a$$. Fact of the matter is, one of the first things they teach you in drivers education is to watch the right side of your lane when lights are in your face.
Most people are dumba$$es and when they see the pretty blue light they stare into it. No $hit their blinded.
I do agree however that SUV's do cause a problem. Not from oncomming traffic, but when they tailgate you and have their lights right in your rear view. BRAKE CHECK
