I'm guessing you can click on it, right? If it does not allow you to delete it, then how about making it hidden, so that you don't have to see it?

Found out where it's entry is in the registry. Export the key before you try deleting it. I'll try to find where it is in the registry when I find some time.

Try this:
[list=1]
[*]Right click the control panel icon.
[*]Select Create Shortcut. It should ask you about placing it on the desktop.
[*]Open the resulting .lnk file in Notepad.
[*]After some binary data, there should be the exact path and name of the .CPL file associated with the icon.
[*]Depending on what this is, either delete the CPL file or find a copy that's not messed up.[/list=1]

(Windows automatically loads all CPLs in the system folder.)
