If you don't want to fart around with the registry, try using tweakui first.

There's a tab in there for the control panel where you can check and uncheck the .cpl files you want loaded.

Even if you don't want it for that, download it anyway. It's a must-have for fixing many of windows annoyances - even ones you didn't know about until you find out you can fix them.
